New Hanover County Board of Education Hires New Superintendent

The New Hanover County Board of Education is excited to announce the selection and election of Dr. Charles Foust as the next superintendent of New Hanover County Schools (NHCS).  Dr. Foust will take office on September 1, 2020. 
The board thoughtfully considered the community and staff input provided during the search process, including online surveys and organizational statements.  The Board carefully reviewed applications from a diverse field of thirty-nine highly-qualified candidates.  Although many qualified candidates applied, the Board felt that Dr. Foust’s experience, leadership, and dedication to students and staff would best serve NHCS students, employees, and the community for years to come.  “The members of the New Hanover County Board of Education unanimously and enthusiastically support Dr. Foust’s selection as our new superintendent,” says Board Chair Lisa Estep.  “We are certain that Dr. Foust’s energy, aggressive goal-setting, and experience with school turnaround will lead our high-achieving school system to even higher achievement.  His demonstrated commitment to equity, communication, and transparency made his selection a strong choice for our schools and our community right now.”    
Dr. Foust has enjoyed a long and successful career in public education spanning more than twenty-three years in North Carolina, Texas, and Kansas.  Since 2018, he has served as the superintendent of the Kansas City, Kansas Public Schools (KCKPS)—one of Kansas’ largest school systems.  When he arrived, the school system was designated as one of the lowest performing school systems in the state.  Under his leadership, the school system achieved double-digit growth in student achievement, including significant gains in math and reading across all student populations.  Most recently, KCKPS was recognized at the state and local level for its academic growth and nationally for its progress in closing the achievement gap.      
Prior to assuming his current position, Dr. Foust served as the chief school performance officer for Union County Public Schools (Monroe, North Carolina) and as an assistant superintendent, school support officer, and principal for the Houston Independent School District (Houston, Texas).  He also previously served as a principal, assistant principal, and curriculum facilitator for the Guilford County Schools (Greensboro, North Carolina).  Dr. Foust began his career in public education as a fourth-grade teacher in Guilford County.
Dr. Foust has an impressive academic background as well.  He received a bachelor’s degree in elementary education and a master’s degree in instructional technology from North Carolina A&T State University in Greensboro, North Carolina.  He went on to earn a master’s degree in school administration from the University of North Carolina at Chapel Hill and a doctorate in professional leadership from the University of Houston in Houston, Texas.
Dr. Foust has been married to his wife, Sherelle, for 21 years, and together they have two daughters: Kennedi (16) and Brooklin (12).
