Federal Programs

Title I, Part A is a federal education grant meant to provide all children significant opportunities to receive a fair, equitable, and high-quality education, and to close educational achievement gaps. Title I, Part A (Title I) of the Elementary and Secondary Education Act, as amended by the Every Student Succeeds Act (ESEA) provides financial assistance to local educational agencies (LEAs) and schools with high numbers or high percentages of children from low-income families to help ensure that all children meet challenging academic standards. 

New Hanover County Schools currently serves 19 of its schools as Title I schoolwide schools. The schoolwide designation means that every student, regardless of income, can benefit from the resources that Title I funds provide - from additional staffing to high-quality professional development for staff to instructional resources for the classroom.

One of the pillars of Title I, Part A is its requirement that a significant effort is placed on including parents and families in their child’s education and for schools to provide information on how parents can be active participants in the educational process. 

Districts and schools receiving Title I, Part A funds are required to develop and parent involvement policy. 2022-2023 Title I Schools Parent Engagement Policy

Title II Professional Development (PD), Part is a federal education grant with the purpose of:

• Increasing student achievement consistent with the challenging state academic standards
• Improving the quality and effectiveness of teachers, principals, and other school leaders
• Increasing the number of teachers, principals, and other school leaders who are effective in improving student academic achievement in schools
• Providing low-income and minority students greater access to effective teachers, principals, and other school leaders

New Hanover County Schools’ Human Resource Division implements a robust professional development program for the district and strategically supports beginning teachers with mentoring and targeted coaching to increase their effectiveness. Title III is a federal education grant serving English learners. The purpose of Title III is to help ensure that English learners, including immigrant children and youth, attain English proficiency and develop high levels of academic achievement and assist teachers (including preschool teachers), administrators, and other school leaders in developing and enhancing their capacity to provide effective instructional programs.

New Hanover County Schools’ ESL program works hard to meet the purpose of Title III. Please visit the ESL webpage to learn more.

Beginning in 2020, the federal government appropriated funds to states earmarked for education in an effort to respond to the COVID pandemic. The funds, better known as CARES funds and ESSER, were then allocated to school divisions to address needs specific to the virus – including, but not limited to, reducing transmission, addressing learning loss, and meeting the needs of unique populations. In the graphic below, you will find more information about how New Hanover County Schools used these funds. 

New Hanover County Schools preschool program offers preschool classrooms in both public schools and private child care sites across the county. This variety of placement locations helps our parents make the most convenient choice for classroom placement during the school year. We encourage all families living in New Hanover County who have a 3 or 4-year-old as of August 31st to apply for the Early Childhood Education Program.  NHCS Early Childhood Program provides services through the NC Pre-K Program, which is a state-funded program, Head Start, which is a federal program, and through our local New Hanover County commissioners.
